HEC invites applications from Pakistani/AJK nationals to pursue doctoral studies in the following fields: Arts and Humanities. Design and Media. Social Sciences. Engineering. Basic Sciences, Medical and Allied Health Sciences. Agriculture, Veterinary Sciences, Computer Science, Emerging Technologies, Water Resources, and Energy.
Scholarship Will Cover
• The scholarship covers living expenses and return airfare; however. it does not cover Tuition Fee. Candidates need to secure admission with complete Tuition Fee waiver from a university among the selected 235 US Universities or from a University falling under any of the 23 University Systems -mentioned on VS-Pakistan Knowledge Corridor' segment of HEC website. • HEC has negotiated Tuition Fee waivers for Pakistani students with different ranked US Universities. HEC shall refer potential candidates - who meet the basic eligibility criteria for award of HEC scholarship - to partnering US Universities for consideration of admission and Tuition Fee waiver. Candidates selected by the host US University after satisfying respective admission criteria shall be offered HEC scholarship under VS-Pakistan Knowledge Corridor' project. NOTE Lists of 235 US Universities. 23 University Systems. and the US Universities with whom HEC has negotiated agreements are available at www.hec.gov.pk/site/US-PakCorridor.
Eligibility Criteria:

US-PAKISTAN KNOWLEDGE CORRIDOR PHD SCHOLARSHIP PROGRAM
?In June 2015 the United States and Pakistan established an Education, Science and Technology Working Group (ESTWG) under the Bilateral Strategic Dialogue. During the official visit of the Prime Minister of Pakistan to meet with President Obama and other US officials on October 22, 2015 the two leaders discussed the proposal to establish US-Pakistan Knowledge Corridor and directed their respective governments to intensify their cooperation in this important framework to achieve the ambitious priority targets of developing high level human capital envisioned in Pakistan's policy document Vision 2025.

2nd Meeting of the ESTWG was held in 29th February 2016 in Washington DC to develop a joint action plan for operationalizing the US-Pakistan Knowledge Corridor and its salient elements. In general US agreed to support Pakistan's efforts to strengthen its University system by jointly increasing the number of Pakistani faculty who obtain their Ph.D. in the US universities.

According to the Plan, ten thousand (10,000) Pakistani scholars will join US universities in next ten years as an effort of the Government of Pakistan to train its faculty resources in identified subject areas.

?As Phase-I, 1500 scholarships will be financed through Public Sector Development Program (PSDP) and the project has been approved in ECNEC, held on Jan 25, 2017.

ELIGIBILITY CRITERIA
Pakistani citizens/nationals with strong academic histories, committed to returning and serving Pakistan are welcome to apply. Applicants are especially encouraged in the following fields, Arts and Humanities, Design & Media, Social Sciences, Engineering, Basic Sciences, Medical & Allied Health Sciences, Agriculture, Veterinary Sciences, Computer Science, Emerging Technologies, Water Resources, and Energy.

To be eligible, you must:

Pakistani/AJK nationals
Candidates having an MS/M.Phil. Degree (18 years of education) from HEC recognized universities
Candidates with 4-years Bachelor Degree (16 years of education), eligible for direct admission in Ph.D. programs at US Universities
Age limit: maximum 40 years for regular faculty & researchers of public sector universities/R&D organizations, and 35 years for all others
Has acquired valid & acceptable GRE & TOEFL scores required for admission in US Universities
Scholars who have already secured admission or those enrolled in PhD program in top 235 US Universities & 23 University Systems may also apply for scholarship
Has an active commitment to serve universities/R&D organizations in Pakistan after the completion of studies.
Academic criteria:

Academic merit based on HEC-AEF calculator will be applicable
Have maximum of 2 Second Divisions throughout the academic career
Have no 3rd Division or grade D in his/her career
Not less than 50% marks in academic career.
IMPORTANT:

The grant will be offered for maximum period of 4/5 years.

SPECIFIC INSTRUCTIONS
A complete application has the following components:

Item —Name: It is very important that you list your name exactly as it appears (or will appear) on your passport.

Item—Education: Mention the field of study most appropriate to your study objective. Institutions: Please list all post-secondary institutions attended in reverse order (putting the most recently attended first).

Item—Work Experience: Please select the position title which best describes the activity in which you are currently (or most recently) involved and all previous experiences.

University Preferences/Direct Admissions: You are required to state the university preferences, but if you would like, please complete this page as fully as possible. Do not just list the name of a University in which you are interested. Be specific. Provide the name of the department and the specific program within that department in which you are interested; how that program is linked to selected/advertised subject fields; if you have been in contact or correspondence with a faculty member, please provide the name and contact information for that individual. If you have applied to a U.S. university within the past three years, please list the programs and the results. ?SUPPLEMENTAL FORMS/DOCUMENTATION (required after initial short listing):

a. Letter of Reference/Recommendation: You must have three letters of reference (or recommendation) submitted on your behalf. Letters of reference are extremely important. All letters of reference should be written by teachers under whom you have studied or pursued research or by someone who has supervised you in work related to your proposed field of study. Letters of reference should not be written by persons related to you either by blood or marriage or by personal friends. At least one academic and one professional or work related letter should be included among the letters. The letters should be written in English.

Your recommenders can submit their letters in the following way:

b. Academic transcripts: These documents must consist of:

One attested official record (transcript) from each university or post-secondary institution you attended, the transcripts should list the subjects you studied and the grades you received during each year of your enrollment.

After the initial selection you'll be responsible to provide the copies of all degrees obtained & transcripts, attested by HEC.

c. Score reports of standardized test: All shortlisted applicants will be required to submit the following score reports

GRE (Graduate Records Examination): The GRE is required by U.S. graduate schools and/or departments for candidates in most fields other than Business Administration and Law.

TOEFL (Test of English as a Foreign Language): TOEFL is an admission requirement at U.S. institutions for applicants whose native language is not English.
a. Optional tests, depending on your academic subject



GRE SUBJECT TESTS are required in certain fields. If you are selected for the Scholarship in this field, you will be asked to submit the GRE Subject score report.
GMAT (Graduate Management Admissions Test): GMAT is an admissions requirement for applicants proposing to study Business or Management, as well as any fields which may fall within the scope of offerings of a Business school or department. If you are selected for the Scholarship in this field, you may be asked to submit the GMAT score report.

Execution of Deed of Undertaking & Declaration of Assets

General Instructions:

1- Deed of Undertaking:-

a) The Scholar is required to execute the Deed of Undertaking on the non-judicial stamp paper of worth Rs. 20/- (each page).
b) The non-judicial paper must be *registered.
c) The Deed of undertaking must be signed by the scholar, guarantor and witnesses.
d) The Deed of Undertaking must be registered by Joint/Sub Registrar; and
e) The copies of valid CNICs (not expired) of scholar, guarantor and witnesses duly attested by Gazetted Officer must be annexed.

2- Declaration of Assets:-

a) The Scholar is required to execute the Declaration of Assets on the non-judicial stamp paper of worth Rs. 50/- (each page).
b) The non-judicial paper must be *registered.
c) The Declaration of Assets must be signed by the guarantor and witnesses.
d) The Deed of Undertaking must be signed by the Oath Commissioner and countersigned by Joint/Sub Registrar.
e) The copies of valid CNICs (not expired) of Guarantor & witnesses duly attested by Gazetted Officer must be annexed.
f) The Declaration of Assets must be declared at least Rs.6, 000,000/- (Six Million Rupees Only).
g) The certificate of ownership & valuation (in original) issued by concern
District Revenue Officer or relevant authority must be annexed; and
h) The documents of immovable property (Copies) duly attested by concern District Revenue Officer or relevant authority must be annexed.

3- Authorization:

a) The Scholar is required to execute the Authorization on the non-judicial stamp paper (registered*) of worth Rs. 50/- (each page).
b) The non-judicial paper must be *registered.
c) The Authorization must be signed by the scholar and witnesses.
d) The Authorization must be attested by the Notary Public.
e) The copies of valid CNICs (not expired) of scholar & witnesses duly attested by Gazetted Officer must be annexed.

4- To prepare/draft the “Deed of Undertaking, Declaration of Assets & Authorization” the candidate/scholar/guarantor must follow the below instructions:

• The specimen provided for the above mentioned documents must be followed and Paragraph/word added, deleted, altered or omitted from the given specimen shall not be accepted.
• Documents with cuttings, over writing or corrections with fluid shall not be accepted.
• The legal documents on plain/white (colour) paper shall not be accepted.
• The documents must be printed. No handwritten document will be accepted (except at blank space).
• Print must be on one side (front) of judicial paper.
• Visible Print should be taken with care and caution on proper area with proper measuring the margins. Over print or misprint shall not be accepted.
• All documents must be signed (thumb impression where required) by Candidate/Scholar, Guarantor/Surety, Registrar/Sub-Registrar, Oath Commissioner, Notary Public, Gazetted Officer & witnesses at relevant space.
• Signatures of Candidate/Scholar, Guarantor/Surety & witnesses must be matched with the signatures on CNIC of the same.
• Official seals of Stamp Paper Vendor, Oath Commissioner, Notary Public, Gazetted Officer & Joint Registrar and other should be offered where possible.
• Valid CNIC of all witnesses, guarantor/surety and the scholar (duly attested by Gazetted officer) should be attached on respective pages.
• CNICs attested by Notary Public will not be accepted.
• All the fields should be filled in properly with care & caution. Documents unfilled or incompletely will not be accepted.

1) That the scholarship award is initially valid for a period of 1(One) year from the date of joining of university and would be extendable periodically to a maximum of 5 (Five) yearsfor PhD program in US, subject to the satisfactory performance of the scholars’ studies.

2) That the payment of allowances admissible under the said scholarship program shall be made subject to the complete adherence to all rules and regulations governing the said scholarship program as well as satisfactory performance in the authorized studies.

3) That the scholar shall not change the specified course of studies or supervisor nor register himself/herself for any other course or program without prior approval of the HEC.

4) That the scholar shall not avail any other scholarship program during the said scholarship program.

5) That the scholar shall not avail or apply for immigration /citizenship or permanent residence to any country during period of studies & service/employment under bond period.

6) That the scholar shall not take interruption or extend the specified period of studies without prior approval of the HEC.

7) That the scholar shall not undertake employment whether paid or otherwise during course of studies.

8) That the scholar shall not visit outside the country of study for academic or other reasons without prior approval of HEC.

9) That the scholar shall not discontinue/quit the course of studies at his/her own, for which he/she was awarded Scholarship.

10) That the scholar shall maintain the required standard or qualify the course/degree for which he/she was awarded Scholarship.

11) That in case, the scholars manage/secure independent financial support to course of study from their respective universities or other international funding bodies etc., the HEC shall not bear any financial liability (stipend, tuition fee and others etc. during external funding period).

12) That the scholar shall regularly submit the semester wise progress reports through the supervisor/university/institute to the HEC and a final comprehensive report immediately on completion of the study/training/research.

13) That the scholar shall authorize the HEC to approach the concerned University/Institute/Supervisor/Embassy/Agency etc. to acquire any type of information as required.

14) That the scholar shall fully obey the national and local laws of US and shall strictly follow the rules & regulations of the university / institution where the scholar is enrolled for studies under said scholarship program.

15) That the scholar shall not incur any debts during scholarship period and will clear all outstanding bill(s) before leaving the country of study/training/research.

16) That the scholar shall not enrolled or register in Post Doctorate or any other program after the completion of PhD.

17) That the scholar authorize and agree to proceed for cancelation of his/her VISA by HEC, in case of any violation of this deed of undertaking.

18) That the scholar shall be bound to provide copies of credentials, all passport pages or any other documents on the demand of HEC at any time during & after the course of study and service/employment period at Pakistan.

19) That the scholar shall return to Pakistan immediately within 1(One) month, after thesis defense and report to HEC in person along with required documents in respect of completion of course of study.

20) That the scholar shall be liable to action under the law in force in Pakistan impounding or confiscating passports in case of failure to obey or act according to instruction(s) / order(s) of HEC about to return back Pakistan.

21) That the scholar shall serve in Pakistan, either in parent department or other organization preferably in any University/R&D organization of Pakistan, for a period of 5(five) consecutive years and report HEC regarding status of employment time to time.

22) That the scholar shall provide joining letter (with date of joining) issued by respective organization and the period of 5(five) consecutive years shall be started from date of joining in respective organization.

23) That the scholar shall not visit outside the Pakistan during & before the service/employment period, without the prior approval of HEC and provide all information(s)/document(s) required by HEC.

24) That the scholar shall be liable to cancelation/disqualification of scholarship or debarred from foreign study/training/research of any scholarship scheme of HEC or refund of expenditure amount with/without penalty or any other disciplinary action as HEC may consider appropriate if:


a) Failed to comply with the instruction(s)/order(s) of HEC.
b) Dual Scholarship.
c) Any financial loss occurred to HEC due to scholar act(s).
d) Misstatement or concealment of facts therein before by the scholar.
e) Engaged in any political, commercial or any other activity incompatible with program of studies.
f) Commit misbehavior with HEC/University/Institute/Supervisor.


25) That all the terms and conditions mentioned in the Award Letter (Provisional and Final) shall be deemed as part of this deed of undertaking.

26) That the declaration of assets provided by the guarantor in “Annexure-I” is true, correct and complete and nothing has been concealed therein.

27) That in case of breach of any of the above terms & conditions as well as those rules, terms and conditions of governing scholarship award, the scholar & guarantor shall be bound to pay the HEC a penalty up to 25% as prescribed/assessed by the HEC besides compensate the HEC by making a refund of the total amount of expenditure including “Travel Cost, Stipend, Health Insurance, Administrative Cost etc.” in same currency incurred on scholar in Pakistani or foreign currency.

28) That the scholar & guarantor both are held firmly bound to HEC for all moneys, charges, costs, expenses and penalty determined/assessed by the HEC as having been incurred on or in respect of PhD program under the said Scheme, which amount will not question to be paid to the HEC, we hereby bind ourselves, each of us, our and each of our heirs, executors, administrators jointly and severally.

29) That the amount of penalty and the compensation as prescribed and assessed by the HEC shall be final and conclusive and will not be challenged in any court of law or forum.

30) That this deed of undertaking & scholarship award shall be governed and construed in accordance with the laws of the Islamic Republic of Pakistan. The scholar & guarantor expressly submits and consents to the jurisdiction of civil courts, Islamabad, with respect to any claim or demand upon HEC upon this undertaking hereto.

AGREEMENTS/DOU’S WITH US-UNIVERSITIES
The scholarship covers living expenses and return airfare; however, it does not cover Tuition Fee
Higher Education Commission (HEC) has negotiated tuition fee waivers for Pakistani students, with different ranked US Universities. HEC shall refer potential candidates – who meet the basic eligibility criteria for award of HEC scholarship – to partnering US Universities, for consideration of admission and tuition fee waiver. Candidates selected by the host US University after satisfying respective admission criteria shall be offered HEC scholarship under 'US-Pakistan Knowledge Corridor' project.

GRE TRAINING REPORT
?FIVE WEEKS GRE-TRAINING IN UET PESHAWAR

The US-Pak Knowledge Corridor was established in June 2015, as a result of the US-Pak Education, Science & Technology Working Group (ESTWG) under the bilateral strategic dialogue. As the Government of Pakistan envisions enhancing enrollment in tertiary education up to 7 million by 2025, for this purpose, US-Pak Knowledge corridor aims to provide opportunities for 10,000 scholars for Pakistani faculty development in the US. In the initial phase, HEC is focusing on sending 1500 PhD scholars at the leading US universities. US-Pak Knowledge Corridor is envisioned as a "paradigm shift" in terms of developing human capital/education, ultimately complementing economic growth in the long run.

Under the Umbrella of "US-Pak Knowledge Corridor", HEC in collaboration with US Educational Foundation in Pakistan (USEFP) designed a program of holding "Talent Farming Conferences and Workshops" for interested candidates to pursue Doctoral studies at US universities in selected fields. The project aims to train 2000 potential candidates annually for admission in US universities through preparatory classes for English language, GRE or others as per admission requirements of US universities.

Under the Talent farming exercise a Five weeks comprehensive training was held at The Center of Advance Studies (CAS) UET-Peshawar form March 26, 2018 to April 27, 2018. Total of 46 nominees participated in the training (including 15- Female).

Dr. Mehmood ul Hassan Butt, Consultant HEC welcomed the participants and introduced the project via Skype, while Mr. Hamayun Awan and Mr. Asif were facilitating the trainers of USEFP trainers as well as the trainees during the session. Nominees from the University of Engineering Peshawar and Shaheeed Benazir Bhutto Women University Peshawar participated in the training.

The objective of the series of the training is to enable the academically qualified Pakistani students/faculty to start Ph.D. studies in US Universities in the critically needed fields, To train potential candidates annually by selected Pakistani Universities &"US Educational Foundation In Pakistan (USEFP)"under Talent Farming Scheme for admission in US Universities through preparatory classes for Eng. language, GRE as per admission requirements of US universities. The trainees will later on be able to seek admission in top ranked US Universities.

This is worth mentioning here that GRE (Graduate Record Examination) is a standardized test that is an admissions requirement for most Graduate Schools in the United States which aims to measure verbal reasoning, quantitative reasoning, analytical writing, and critical thinking skills that have been acquired over a long period of learning.
