Terms of References
1. National Project Director
The National Project Director will work under the supervision and guidance of the Secretary, Ministry of Climate Change (MoCC)/ Programme Steering Committee (wherever required); and look after day to day management of National Strategic Support Unit (NSSU) established under the “Ten Billion Tree Tsunami Programme”, its staff and consultants; including general and financial administration, work planning, progress reporting, monitoring and quality control of Project inputs and delivery of its outputs. The NSSU shall be responsible for implementation of all components of the Ten Billion Tree Programme-Up scaled Green Pakistan Programme i.e. Forest & Wildlife Component and Strengthening of Zoological Survey of Pakistan. The NPD will be responsible for the following technical, administrative and managerial tasks:
Tasks:
??Lead and manage the National Strategic Support Unit of “Ten Billion Tree Tsunami Programme”, applying administrative and financial procedures required by the Government of Pakistan;
??Execution of the project and delivery of the project outputs according to the PC-I and coordinate the project operations.
??Provide technical backstopping in implementation of the project activities in a manner to achieve all deliverables, outputs and outcomes to maximize benefits and the desired impacts of the project;
??Recruit the project staff in consultation with the Secretary, MoCC;
??Supervise and lead project technical and administrative support staff;
??Prepare ToRs and hire project consultants/technical inputs after seeking necessary approvals;
??Prepare and negotiate sub-contract agreements of studies/activities to be carried out under the project with all the implementing agencies;
??Facilitate relevant agreements with stakeholders and undertake the day to day liaison with them;
??Initiate mobilization of all Project inputs in accordance with the procedures of the Government of Pakistan;


??Prepare project work plans/cash plans and seek approval from the National Project Steering Committee;
??Organize and manage project activities in accordance with the work plan in order to project results;
??Establish and maintain links with other relevant programs, projects and media
??Coordinate the Project activities with line ministries, sectoral agencies, provincial governments and research institutions to ensure effective implementation of project activities;
??Organizing National Project Steering Committee meetings;
??Prepare and submit Monthly, Quarterly, Half Yearly and Annual Progress Reports to the MoCC;
??Identify and resolve project implementation conflicts and problems with the support of the Secretary, MoCC, if necessary;
??Lead monitoring and assessment of project activities, and support external review and end line evaluation;
??Ensure timely implementation of project activities within approved budget and utilization of financial resources in an efficient and transparent manner to achieve project results;
??Provide technical guidance to the Provincial Secretaries of Forest and Wildlife for implementation of project activities of provincial components of the project.

Qualification and Skills
??Master degree in forestry, Wildlife, biodiversity or a field closely related to natural resource management;
??At least 12 years of professional experience in planning, development and implementation of projects related to forestry, wildlife, biodiversity or natural resources;
??Extensive knowledge of national and provincial forest policies, legislation, institutional framework and other forestry, wildlife, biodiversity and natural resource management issues in Pakistan;
??Previous experience in implementation of Government funded projects and familiarity with National/Provincial Government procedures is essential;


??Extensive knowledge of global initiatives relating to forests, UNFCCC, and UNCBD, UNCCD shall be an added advantage;

2. Deputy Project Director/ (Forestry Specialist)
The Deputy Project Director (DPD)/Forestry Specialist will work under the supervision and guidance of the NPD and look after day to day management of activities related to “Revival of Forest Resource in Pakistan” component of the up-scaled “Ten Billion Tree Tsunami Programme” referred as Ten Billion Tree Tsunami Programme. The DPD will be responsible for the following technical tasks:
Tasks:
??Lead and manage the “Forestry Component” of Ten Billion Tree Tsunami Programme
??Execution of the project and delivery of the project outputs according to the PC-I and coordinate the project operations.
??Strategy formulation, distribution of authorized funds from PD&R in light of achievements and PC-I
??Planning, coordination, reporting, maintenance of comprehensive project documentation for each province/ federating unit/institutions/ departments
??Prepare project work plans/cash plan of the specified component;
??Organize and manage project activities in accordance with the work plan in order to project results;


??Provide technical backstopping in implementation of the project activities in a manner to achieve all deliverables, outputs and outcomes to maximize benefits and the desired impacts of the project;
??The DPD will receive, review and analyze the monthly progress reports regularly and will intimate the shortcomings and pace of the work of concerned department to NPD.
??Verification of reported short comings in achievements of each province/ federating unit/institutions/ departments and its briefing to NPD for immediate necessary actions
??To ensure the course corrections, officer will visit the requisite site and in case no progress is made, then the NPD will be informed for subsequent information to the relevant Heads of the Department/PD’s
??Prepare and negotiate sub-contract agreements of studies/activities to be carried out under the project with all the implementing agencies;
??Facilitate relevant agreements with stakeholders and undertake the day to day liaison with them;
??Establish and maintain links with other relevant programs and projects
??Coordinate the Project activities with line ministries, sectoral agencies, provincial governments and research institutions to ensure effective implementation of project activities;

3. Deputy Project Director/Monitoring and Evaluation Specialist
Monitoring and Evaluation Officer will work under the supervision and guidance of the NPD. Based on the project outputs and outcomes M&E officer will design and institutionalize M&E System for the Project, undertake monitoring and qualityassessment of project activities in close coordination with MoCC/Provincial Forest and Wildlife Departments, and support External Review and Final Evaluation of the project.
The M&E Officer will be responsible for the following technical and liaison tasks:
Tasks:
??Design and implement Monitoring and Evaluation framework/strategy/system based on project objective, output and outcomes to assess timely and quality implementation of activities to achieve results (outputs, outcomes and impacts), including work plan, targets and indicators;
??Prepare the KPIs for each activity of TBTTP programme, will share with all the concerned officers and officials
??Set benchmarks and assessing progress and achievements;
??Take lead in establishing data collection procedures and database.


??Provide support to NPD in planning, reporting and documenting experiences and lessons learned; and guidance to provincial Forest and Wildlife Departments in data collection and reporting; as well as in assessment of results and quality of activities;
??Keep track of the project activities;
??Facilitate annual and periodic implementation review and assessment exercises;
??Develop targets and performance indicators to be included in the monitoring system for Project activities,
??Develop briefs/special reports as and when required;
??Document and disseminate lessons learnt and best practices to the national and provincial line agencies.
??Monitoring of plantation areas and nurseries through fixed point photography and physical verification through surveys using GPS.
??The M&E will share any shortcomings identified during monitoring with the concerned DFO and field information for further improvement. The M&E Officer will regularly follow up and will intimate the report to NPD and concerned officers in NSSU, PSSU and RSSU.
??The M&E will submit monthly monitoring reports for further course of action
??Providing data to MIS for respective region on details of Plantation Journals and Nursery Journals (History files) of all areas to be monitored.
??Assist PD in TOR’s development for external monitoring.
??Assist all DPDsfor any report development and provide the requisite data whenever required.
??Assist GIS section in Development of Maps for areas monitored showing details of activities.
??Liaise with external validators, facilitating them in providing data and information sharing on developmental activities carried out under the project.
??Monthly reporting of progress based on the monitored activities on PMES system.
??Submission of annual quarterly and monthly monitoring reports to NSSU and MoCC.
??Improve familiarity with all project activities through project documentation, field visits, and discussions with stakeholders.


??Determination of MIS stakeholders (all who have a role in data acquisition, processing, reporting, or use/decision making).
??Keep the record of accomplishment of, Suggestions/Complaints launched on PM Citizen Portal and will be responsible to ensure the implementation of the same accordingly.
??Determination of various types of reporting content, formats, and frequency
??Determination and punching of various types of information to be catalogued and stored in the MIS(e.g. alphanumeric data, location, reports, photographs, videos, etc.) relating to the status and effectiveness of various project activities
??Design basic information flow requirements (into, within, and out of the MIS)
??Will be responsible for compliance and follow up of the complaints launched at any forum.
??Will collect the information of all TBTTP activities along with number of plants planted /regenerated and survival rate of the plantations, disseminate among the stakeholders, and convey whenever required to each officer of TBTTP/MoCC.
??Any other specific task as may be assigned by the National Programme Director;

Qualification and skills
??Master degree in forestry, wildlife or biodiversity with at least 5 years professional experience in monitoring, evaluation, impact assessment and MIS in development projects implemented by Governments, national or international organization;
??Experience in developing M&E systems and analyzing data, using statistical software, would be advantageous;
??Experience in designing tools and strategies for data collection, analysis and production of reports of forestry and wildlife;
??Proven ICT skills, especially in the development of MIS software, using database software;
??Good organizational management and technical skills with track record of implementation and monitoring projects.
??Good team player and possesses leadership qualities;
??Excellent inter-personal communication and training skills;
??Good computer skills for data analysis, preparation of presentation and report writing;

4.DeputyProgramme Director (Admin and Finance)
DPD (Admin and Finance) (A& F) will work under the supervision of NPD. He will assist the NPD in providing high quality professional management services pertaining to administrative, financial, human resources and logistic matters, including assistance in recruitment of programme staff, financial planning and reporting, procurements and disbursement of funds to the Provincial Governments / Territories / Federating Units.
The DPD (A&F) will be responsible for the following Administration and Finance related tasks:
??Coordinate all the tasks at AGPR, Finance Division, PD& R Division and other relevant offices regarding administrative and financial matters.
??Also coordinate with all the Provincial/Federating units Forest & Wildlife Departments and RSSU’s regarding PSDP supported financial matters.
??Prepare budget forecasts and estimates in coordination with NPD for annual and quarterly budget requirements and programme proposals, which involve financial forecasting, budgeting and accounts;
??Develop and process requests for advances to the concerned Government institution and ensure settlement of all advances in accordance with defined procedures and guidelines;
??Manage utilization of quarterly advances in accordance with quarterly work plans in collaboration with NPD and keep track of all programme funds received, disbursements, financial obligation and advances;
??Prepare and process tender documents, invite bids from open market, prepare comparative statements and ensure financial accountability in all programme related procurements, subcontracts and outsourcing;
??Resolve issues pertaining to payment of taxes and duties on project procurements, shipments and transactions and initiate follow-up with agencies concerned;


??Assist with all administrative and logistical arrangements for meetings, workshops and conferences;
??Prepare different correspondences on the above matters and ensure follow up system;
??Assist in preparation of payments requests/travel claims with the supporting documentation for payment;
??Prepare programme budgets and maintain financial disbursements and monitoring systems for monthly submission to Government of Pakistan (GoP);
??Process financial claims and facilitate approval through ensuring appropriate documentation and record keeping in accordance with defined rules and regulations;
??Handle all financial matters of the meetings, workshops and seminars organized under the programme;
??Act as focal person for programme’s audit for GoP funds;
??Prepare and maintain ledger for monitoring financial commitments, monthly financial statements, non-expendable property ledger;
??Prepare cash plan, expenditure reports and correspondence on utilization of PSDP funds;
??Keep track of all advances released to Provincial Governments / Federating Units / Territories for local expenditure and complete necessary documentation for settlement of such advances;
??Maintaining up-to-date inventories of equipment;
??Responsible for the Programme filling Management System at the NSSU;
??Supervise the work of support staff;
??Will work as DDO of the Programme
??To perform any other duties as required by the NPD

Qualification/ Experience:
Master degree preferably in Management Sciences (MBA in Finance, M.Com).
??At least 05 years of professional experience in a similar position (accounting, finance, and HR Management), preferably with projects and programmes funded by the GoP;
??Knowledge of government accounting system and experience in dealing with AGPR is essential;
??Experience and knowledge of the functioning, procedures, and systems of GoP would be desired.

The incumbent will assist the NPD in all the following tasks

??Provide technical backstopping in projection of the project activities in a manner to achieve all deliverables, outputs and outcomes to maximize benefits and the desired impacts of the project;
??Prepare Events and media reports in line with the achievements and operations of the project
??Organize and manage project activities in accordance with the work plan in order to project results;
??Establish and maintain links media houses and news media to effectively put forward the Program initiatives
??Ensure timely implementation of project activities and program promotions

Qualification and Skills
??Master Degree or equivalent in Mass communication/ Journalism.
??At least 05 years of professional experience in relevant field
??Knowledge of national and provincial media policies and rules;
??Experience of working with the sector and federal and provincial government experience will be appreciated;

6.Regional Project Director/ Forestry Specialist
Tasks:
??Planning, coordination, reporting, maintains comprehensive project documentation, Region-wise and Project data compilation.
??Strategy formulation, arranging and distribution of funds, provide and manage expert support for the project
??Will submit Monthly reports to NPD through DPD (Forest) at NSSU Islamabad
??The RPD will randomly verify the monitoring of his Monitoring Officers so as to ensure authenticity of the monitoring reports.
??The RPD will communicate the short comings highlighted in the M&E reports to the concerned DFO under intimation to the concerned CFs
??To ensure course correction, the concerned M&E Officer will revisit those areas where course correction was prescribed. In case, no progress is made, then the concerned CCF will be informed for taking immediate necessary action
??The RPD will receive, review and analyze the fortnightly reports regularly and will intimate the short comings and pace of work to the concerned DFO under intimation to CF and CCF. The consolidated reports will be shared with NSSU Islamabad.
