The Government of Pakistan has received soft term loan (IDA Credit) from the World Bank for Additional Financing (AF) of the Indus 21 Water Sector Capacity Building and Advisory Services Project (Indus 21 WCAP). A part of the IDA credit has been earmarked for the procurement of consulting services for “Indus Basin Irrigation System: Hydraulic Calibration of 17 Key Sites and Automation of Discharge Monitoring at All Sites”.
Applications are invited for the post of Project Coordinator in the Indus River System Authority (IRSA), Government of Pakistan, Islamabad.

Qualifications and Experience

• Project Coordinator should be M.Sc in Civil Engineering with specialization in Water Resources Planning, Development and Management.
• Should have minimum ten (10) years’ experience in the field of Water Resources Planning, Development, Management, Operation and Maintenance and Monitoring & Evaluation, with experience in GIS and Computer Modeling.
• Working experience on the World Bank, the Asian Development Bank and other allied donor’s aided projects will be preferred.
• Proven ability to work in a collaborative, team environment.
• Should have excellent command on MS office/CAD/Excel etc.
• Familiarity with Government structures, operations, and procedures alongwith World Bank/Asian Development Bank guidelines.

Pay package (Negotiable).
2. The initial appointment will be on contract basis for one year and the period is likely to be extended, subject to satisfactory performance till the completion of the project i.e. 30th June, 2021. The candidate will not be eligible for any other regular/contract appointment in IRSA.

TERMS OF REFERENCE FOR RECRUITMENT OF PROJECT COORDINATOR


BACKGROUND

The Government of Pakistan (GoP) has received a soft-loan (IDA Credit) from the World Bank (Bank) to fund “Water Sector Capacity building and Advisory Services Project” (WCAP). The original credit in the amount of SDR 23.4 (US$ 38 million equivalent) was approved by the Board on June 06, 2008 and become effective on September 22, 2008. The original credit account closed on January 31, 2016.

A World Bank Mission visited Pakistan WCAP from February 22-24, 2016, in Islamabad. Additional Financing (AF) of SDR25.1 million (US$34.95 million equivalent) for the project was approved by the Bank on December 21, 2015 and become effective on February 05, 2016. The Project is scheduled to be closed on June 30, 2021.

The main objective of the WCAP is to support capacity development and institutions building, analytical work and conduct detailed bankable feasibility studies for hydropower projects and small dams besides exploring viable financing options for large hydropower dams including public private partnership model, in order to ensure effective management and development of the Indus River system in the context of significant economic, social and environmental change and need for infrastructure.

Project’s features includes: (i) capacity building and support to Federal Water Sector Institutions (Project Management and Policy Implementation Unit (PMPIU) / Ministry of Water Resources, Indus River System Authority (IRSA), Infrastructure Project Development Facility (IPDF), Water Resources Development Authority (WAPDA) and Water Section of Planning Commission; (ii) conducting feasibility studies of two major run-of-river hydropower projects and the of small dam projects; and (iii) water sector related research and planning studies; and (iv) imparting training; conducting seminars, study tours etc.

SCOPE OF WORK

Indus River System Authority (IRSA) is one of the Implementing Agencies of WCAP and is responsible for implementation of Component A2: Capacity Building in System Planning Management; of WCAP. This component is aimed at strengthening capacity of IRSA to carry out more effectively its role as envisaged in the Water Apportionment Accord 1991. The scope of Component A2 envisages the following major activity:

• Indus Basin Irrigation System: Hydraulic Calibration of 17 key sites and Automation of Discharge Monitoring at all sites.

DUTIES AND RESPONSIBILITIES

The Terms of Reference (TORs) of the Project Coordinator, not limited to, are as flows:-

1. Preparing a plan/road map, with well defined milestones, for implementation of IRSA activities of WCAP, on most efficient lines in consultation with Chairman IRSA/Authority; through IRSA Liaison Officer.
2. In consultation with Procurement Specialist PMPIU, shall prepare necessary documentation, initiate actions, monitor progress of all ongoing activities of IRSA, approved in the Procurement Plan.
3. Close liaison/coordination with PMPIU on day to day working for the activities of WCAP Components pertaining to IRSA, under the guidance of Chairman IRSA.
4. Providing necessary assistance to authority on all matters relating to activities/sub-projects envisaged/approved for IRSA in revised PC-II for WCAP.
5. Develop state-of-the-art mechanism for monitoring and evaluation. The Project Coordinator shall regularly review/monitor the ongoing activities of IRSA and furnish monitoring reports to Chairman IRSA/Authority; through IRSA Liaison Officer.
6. Review/monitor implementation of the activities and maintain close liaison with the consultants of Component A2 for smooth and timely completion of the work.
7. Full participation in the meetings of Evaluation Committees constituted in PMPIU, IRSA and planning Commission for processing the technical and financial proposals.
8. Establish and maintain a full record of decisions pertaining to IRSA activities of WCAP in a manner that supports periodic (annual, quarterly and monthly) work plans and reporting.
9. Organize regular meetings with PMPIU and other implementing agencies to assess the pace of implementation of IRSA activities, suggested remedial measures and put up for approval of Chairman IRSA/Authority; through IRSA Liaison Officer.
10. Prepare agenda for the Project Steering Committee (PSC) in consultation with authority and monitor the follow up actions and put up progress for information of Chairman IRSA/Authority; through IRSA Liaison Officer.
11. Prepare and consolidate the progress on accomplishing the goals and targets/objectives of the IRSA component, described in the approved PC-II within given period of time.
12. Prepare timely all relevant reports on the project implementation with the support of the consultants to encompass the following:-

• Key performance indicators.
• The annual work program for the fiscal year.
• Preparation of annual work plan for the next year.
• Target indicators for the coming years.

13. Monitor and follow up progress on Aide memoirs and Monthly Progress Reports.
14. Interaction/coordination with other Government Departments on matters of procedural compliance related to IRSA under guidance of Chairman IRSA.
15. Any other duties assigned to him by Chairman IRSA/Authority; through IRSA Liaison Officer.

REPORTING AND ADMINISTRATIVE ISSUES

The Project Coordinator shall report to Chairman IRSA/Authority; through IRSA Liaison Officer, IRSA (nominated by the Authority) on the matters of Component A2 and to apprise him on the progress of activities and to seek guidance in sorting out the outstanding issues. He will coordinator with Chief Engineer IRSA and Director (Operation) IRSA for seeking his technical input. He will also maintain a close link with the Budget and Accounts Officer, IRSA for smooth flow of funds from PMPIU to IRSA and from IRSA to consultants who are engaged for implementation of activities of Component A2 of WCAP. He shall act as Liaison Officer for close and regular coordination with PMPIU and also with WAPDA.

He will be responsible to oversee/monitor implementation of the Project activities being implemented by consultants, to ensure efficient implementation of the work within given cost and time and also to sort out day to day implementation problems in consultation with the consultants, IRSA Authority through IRSA Liaison Officer.

He should be well versed with all computer techniques and I.T management, and will work himself on computer to discharge official assignments and produce reports. The Project Coordinator will be provided with a reasonable office accommodation in the office of IRSA.
